二 | 明确提出，通过政策支持和优质服务，吸引一批具有创新能力和市场竞争力的校服及工装企业入驻产业园，推动校服及工装产业与新技术、新模式的深度融合，形成产业集聚效应，不断提升产业的核心竞争力、产品的设计水平和质量标准，树立行业标杆，打造国内知名的中国北方星级标准化校服生产基地，实现产业的创新发展。         该实施意见明确了四项支持措施。一是建设产业园区，突出集聚效应，包括提供标准化厂房支持、基础设施和服务支持、公用设施支持等；二是支持品牌建设和质量提升，增强发展内生动力，包括加强质量监管和提升，定期对企业生产的校服进行抽检，组织开展校服及工装质量提升培训活动等；三是支持企业拓展市场，提升市场竞争力，包括扶持培育园区企业、参与域外招投标、参加国内外重点展会、大力发展电子商务等；四是招收人才和用工支持，降低企业生产成本。         在保障措施方面，进一步加强校服产业专班的领导，统筹协调各方资源，确保各项扶持政策落到实处；加强政策宣传解读，让企业充分了解政策、享受政策。建立健全校服产业公共服务平台，定期对企业的发展情况进行监督和评估，根据实际情况，及时调整和完善扶持政策、措施，提高政策的针对性和实效性，确保扶持效果的最大化。各相关部门要进一步转变工作作风，提高服务意识和服务水平；建立健全服务企业的长效机制，主动为企业排忧解难，为企业发展创造良好环境。
