二 | 明确提出,通过政策支持和优质服务,吸引一批具有创新能力和市场竞争力的校服及工装企业入驻产业园,推动校服及工装产业与新技术、新模式的深度融合,形成产业集聚效应,不断提升产业的核心竞争力、产品的设计水平和质量标准,树立行业标杆,打造国内知名的中国北方星级标准化校服生产基地,实现产业的创新发展。         该实施意见明确了四项支持措施。一是建设产业园区,突出集聚效应,包括提供标准化厂房支持、基础设施和服务支持、公用设施支持等;二是支持品牌建设和质量提升,增强发展内生动力,包括加强质量监管和提升,定期对企业生产的校服进行抽检,组织开展校服及工装质量提升培训活动等;三是支持企业拓展市场,提升市场竞争力,包括扶持培育园区企业、参与域外招投标、参加国内外重点展会、大力发展电子商务等;四是招收人才和用工支持,降低企业生产成本。         在保障措施方面,进一步加强校服产业专班的领导,统筹协调各方资源,确保各项扶持政策落到实处;加强政策宣传解读,让企业充分了解政策、享受政策。建立健全校服产业公共服务平台,定期对企业的发展情况进行监督和评估,根据实际情况,及时调整和完善扶持政策、措施,提高政策的针对性和实效性,确保扶持效果的最大化。各相关部门要进一步转变工作作风,提高服务意识和服务水平;建立健全服务企业的长效机制,主动为企业排忧解难,为企业发展创造良好环境。
